WASHINGTON, Feb 27 (Reuters) – U.S. intelligence agencies are monitoring the global spread of coronavirus and the ability of governments to respond, sources familiar with the matter said on Thursday, warning that there were concerns about how India would cope with a widespread outbreak.

While there are only a few known cases in India, one source said the country’s available countermeasures and the potential for the virus to spread given India’s dense population was a focus of serious concern.

U.S. intelligence agencies are also focusing on Iran, where the country’s deputy health minister has fallen ill during a worsening outbreak. U.S. Secretary of State Mike Pompeo said on Tuesday the United States was “deeply concerned” Tehran may have covered up details about the spread of coronavirus.

A U.S. government source said Iran’s response was considered ineffective because the government only has minimal capabilities to respond to the outbreak.

Another source said U.S. agencies were also concerned about the weak ability of governments in some developing countries to respond to an outbreak.

The U.S. House of Representatives Intelligence Committee has received a briefing on the virus from the spy agencies.

“The Committee has received a briefing from the IC (intelligence community) on coronavirus, and continues to receive updates on the outbreak on a daily basis,” an official of the House Intelligence Committee told Reuters.

“Addressing the threat has both national security and economic dimensions, requiring a concerted government-wide effort and the IC is playing an important role in monitoring the spread of the outbreak, and the worldwide response,” the official added.

A source familiar with the activities of the Senate Intelligence Committee said the committee leaders, Republican Senator Richard Burr and Democrat Senator Mark Warner, were receiving daily updates.

The role of U.S. intelligence agencies in responding to the coronavirus epidemic at this point principally involves monitoring the spread of the illness around the world and assessing the responses of governments.

They are working closely with health agencies, such as the U.S. Center for Disease Control, in sharing information they collect and targeting further intelligence gathering.

One source said U.S. agencies would use a wide range of intelligence tools, ranging from undercover informants to electronic eavesdropping tools, to track the virus’ impact. (Reporting by Mark Hosenball; Editing by Dan Grebler)

Israeli scientists are on the cusp of developing the first vaccine against the novel coronavirus, according to Science and Technology Minister Ofir Akunis. If all goes as planned, the vaccine could be ready within a few weeks and available in 90 days, according to a release.“Congratulations to MIGAL [The Galilee Research Institute] on this exciting breakthrough,” Akunis said. “I am confident there will be further rapid progress, enabling us to provide a needed response to the grave global COVID-19 threat,” Akunis said, referring to the disease caused by the novel coronavirus.For the past four years, a team of MIGAL scientists has been developing a vaccine against infectious bronchitis virus (IBV), which causes a bronchial disease affecting poultry. Scope of undetected U.S. spread unknown…


The discovery that a California woman was likely infected with the novel coronavirus by a previously unrecognized case in her community is proof of an enormous problem the country is facing at the moment, according to public health experts. It’s clear that the virus is spreading undetected in the United States — but how broadly it’s spreading is an utter mystery.

Before Thursday, a perfect storm of problems in the Centers for Disease Control and Prevention’s development of test kits — and the agency’s reluctance to expand its recommendation of who should be tested given the limited availability of kits — meant very little testing has been done in the country. As of Wednesday, the CDC said that 445 people had been tested — a fraction of the number of tests that other countries have run.

The new case in California makes it clear the virus is spreading undetected in at least one area of one state. The woman is not believed to have traveled outside the country and had no contact with a known case. As her condition worsened — she is on a ventilator — health officials in California asked the CDC to test her for the virus. Because she had not been to China and had not been a contact of a known case, the agency said no.

Eventually, more than 10 days after she went into hospital, the CDC agreed she could be tested. Dozens of health workers who may have come into contact with her at NorthBay VacaValley Hospital, in Vacaville, Calif., are now being monitored.

California Gov. Gavin Newsom was critical of the testing debacle in a press conference on Thursday. His state has only 200 kits to test for the new coronavirus, he said.

“Testing protocols have been a point of frustration for many of us,” Newsom said. He added that, based on conversations with the CDC, states have been informed new protocols are coming and they have been promised an “exponentially” increased capacity to test.

Indeed, on Thursday the CDC announced a new testing protocol Thursday that will greatly expand the number of people who should be tested.

Requests for comment from the CDC on Thursday went unanswered. The New York Times reported that the Trump administration has ordered that all statements on the coronavirus be funneled through the office of Vice President Mike Pence, who was named to head the administration’s coronavirus response on Wednesday by President Trump.

Experts said it has been long past time to broaden the testing protocol beyond people who traveled to China. Outbreaks are gathering speed in Italy, Iran, and South Korea, and dozens of other countries are reporting cases.

On Thursday afternoon the agency did just that in new guidelines for the medical community on who to test for Covid-19, the disease caused by the virus. People with symptoms compatible with Covid-19 and who have recently traveled to China, Iran, Italy, Japan, or South Korea should be tested for the virus, the new guidance says.

The CDC’s own advice to travelers warns Americans not to travel to South Korea because of the coronavirus risk and urges people with medical conditions to avoid traveling to Italy, Iran, and Japan at this time.

“It is accurate to say that we have recognized 60 cases in the U.S. from returning travelers and one now unexplained by travel in California. But it’s not accurate to say that we have 60 cases,” said Tom Inglesby, director of the Center for Health Security at Johns Hopkins School of Public Health. “We don’t know how many cases we have. We can’t estimate that until we’ve done clinical testing and surveillance testing.”

The new guidance also frees up hospitals to test patients with ARDS — acute respiratory distress syndrome — for which there isn’t a diagnosed cause to see if they are infected with the new virus, a move Inglesby had also called for.

The CDC developed and sent test kits to state and local labs in early February. Even then, those labs were clamoring for the ability to test and questioning why it was taking so long to develop assays for the new coronavirus.

Because the federal government declared the coronavirus outbreak an emergency, state and local laboratories are prohibited from using tests developed in-house. They could only use tests that had received an emergency use authorization from the Food and Drug Administration. In this context, that means the CDC test.

When laboratories start to use a new CDC-designed test, they have to first assess their own ability to run the tests accurately, and report back to the CDC if they are having problem getting the tests to work in their hands. It quickly became apparent that a lot of the state and local laboratories were having trouble with one part of the test, Health and Human Services Secretary Alex Azar told the House Ways and Means Committee on Thursday, adding that the CDC “probably, in retrospect, maybe over-engineered [the test] a bit.”

The CDC told the few states that weren’t having a problem to continue testing and pulled back the kits from the others, which meant that any time those states had a patient who needed to be tested, they had to send the sample to the CDC.

The organization that represents state and local labs — the Association of Public Health Laboratories — was so concerned that on Monday it asked the FDA in a letter if local labs could begin to use in-house tests, executive director Scott Becker said.

“That’s really what led us to reach out to the FDA in really a very public way saying: ‘What else can we do? Because we’re hamstrung here. We’re between a rock and a hard place,’” he told STAT.

Becker said state and local labs have now been told that those that can run all three parts of the test should do so; those that can’t get the third part to work properly can now drop that part. Meanwhile, a next-generation test is being readied.

“I expect it to go very quickly in the next few days,” Becker said. “I really feel like yesterday” — Wednesday — “was a pivotal point and there’s some positive movement.”

Having more laboratories able to test will only solve part of the problem, however. Giving doctors and hospitals more leeway to test more patients who look like they might have Covid-19, regardless of whether they’ve traveled or not, will help further define the level of transmission in this country, experts said.

Inglesby called for a surveillance effort — designating certain hospitals or cities to test more broadly for the virus to try to assess whether there is undetected spread.

The CDC said several weeks ago such a program would be launched in six cities. But the testing problems have delayed the rollout.

For weeks, 11-year-old Azlyn Hobson buzzed with excitement for the Valentine’s Day dance at her Utah middle school.

Two previous dances at the Laketown, Utah, school had been loads of fun, and this time she had a crush on a boy at school she hoped to dance with. On the morning of the big event, she layered a red-and-pink floral sundress over a long-sleeve T-shirt and leggings, and carefully arranged her hair.

But Azlyn’s enthusiasm waned when a different boy, who made her feel uncomfortable, asked her to share a slow dance.

“She was so excited in the morning when she left,” the girl’s mother, Alicia Hobson, told The Washington Post. “I asked if she got to dance with the boy she liked, and she did and she was happy. But in the same breath she was exasperated because she had to dance with the boy she hates.”

Azlyn tried to politely decline the invitation, but the school’s principal rushed over and told her saying “no” was against school rules, Hobson said.

“I just didn’t like it at all,” Azlyn told local TV station KSTU. “When they finally said it was done, I was like, ‘Yes!’ ”

After Hobson recently posted about her daughter’s experience on Facebook, a passionate discussion about the tension between honoring kids’ autonomy and encouraging kindness unfolded. The unwanted dance surfaced concerns about rape culture, teaching children to appropriately handle rejection and respecting boundaries students set for themselves, Hobson said. She raised those issues with Rich Middle School principal Kip Motta.

“Girls HAVE to learn that they have the right to say no and that those around them have to respect that,” Hobson said on Facebook. “I’m not going to quietly stand by while my daughter and all of her classmates are being wrapped up in rape culture. No way.”

Motta did not immediately return The Post’s request for comment on the school’s policies, but Hobson said he agreed to review the rule for next year since there are no more dances scheduled before the end of the school year.

“No means No! It shouldn’t have to be said twice or explained,” one woman said in a comment on Facebook.

“I’m a mother of only boys,” another woman said. “They have expressed concern of rejections. I told them to take chances of asking, because you never know. If rejected, then that’s life.”

In an interview with KSTU, the principal denied Azlyn was “forced” to dance, but admitted the school requests students accept all invitations to dance. The dances are part of a physical education curriculum that teaches the kids to do box step, swing, and line dancing.

“We want to protect every child’s right to be safe and comfortable at school,” Motta told the Salt Lake Tribune this week. “We also believe that all children should be included in activities.”

He added the school wants “to make sure no kids feel like they get left out.”

Similar policies exist at other schools and church dances, but they are falling out of fashion. In 2018, a Utah elementary school came under fire for a very similar policy. Boys and girls in Ogden, Utah, created lists of dance partners on cards before the dance began. The students were told that they could only dance with a classmate once, and they should not turn down a request for a dance, the school told BuzzFeed News in 2018. The school district rescinded the policy after a mother protested.

In an email to Hobson, Motta acknowledged it was unfortunate Azlyn felt uncomfortable at the middle school dance. He suggested the girl tell him before the next dance if she does not want to dance with a classmate, so he can discretely prevent an awkward situation, the Tribune reported. Or, he continued, Hobson could pull her daughter out of school on days when dances were scheduled.

Hobson told The Post boys and girls take turns asking classmates to dance. When a song starts, the boys will ask girls to dance. When that song finishes, the girls will ask boys to dance.

She said her family, which moved to the school district about three years ago, loves the school and has had no other problems. She said she believes Motta and the school district mean well, but haven’t thought about how the dance rules might affect young girls.

The mother said she understands the aim of the school’s policy: to help children find the courage to ask classmates to dance by eliminating the risk of rejection. It also limits the tweens’ natural tendency to self-segregate into two groups along gender lines for the entire event, Hobson said.

Without the policy, she said, the kids would probably split, with boys on one side of the gym and girls on the other, and jump around or chat in clusters until the dance ended. But she doesn’t see that as a problem.

“That’s how my middle school dances were and it was great,” the mother said. “On the slow dance, the people who wanted to dance would, and the ones who didn’t, didn’t.”

The White House sought Thursday to gain control over an undisciplined communication response to the coronavirus – requiring even top government health experts to run all media appearances through Vice President Mike Pence’s office. 

The move comes hours after President Donald Trump put Pence in charge of the nation’s coronavirus response, drawing immediate attacks from Democrats who scrutinized his record dealing with the spread of AIDS in his home state of Indiana.

Government scientists and health experts must now clear all media appearances in advance with Pence’s office, the New York Times reported.

Even NIH virus expert Anthony Fauci, a staple on TV who has spoken about the challenges of the outbreak and precautions people can take, must get permission to appear. He told associates about the White House directive, according to the report. 

Amid the bid to gain control over coronavirus messaging, Pence himself sat for an interview with Fox News Host Sean Hannity for his show on the outbreak Thursday, the White House told a pool reporter. 

The move comes amid continued uncertainty about the government flow chart for mitigating an outbreak that led to the hospitalization of a newly identified patient in California who had no known contact with people who had the disease.  

Dr. Deborah L. Birx will serve as the ‘White House Coronavirus Response Coordinator,’ the White House announced Thursday. She oversees the administration’s response to global HIV / AIDS issues.

The move comes as Trump insisted he was not designating a special ‘czar’ to oversee the effort. Many Republicans blasted President Obama for a proliferation of specially-appointed ‘czars’ during his tenure.

Although he has taken on a number of challenges as Indiana governor and a former House GOP leader, Pence drew fire after his appointment from Democrats over his own decisions when confronting high AIDS transmission in his home state. He has no medical background of any kind. He studied history at Hanover College and went on to learn a law degree. 

House Speaker Nancy Pelosi on Thursday cited Pence’s response as governor when Indiana was experienced a record-high rate of HIV infections due to sharing needles among drug addicts.  She pointed out he slashed the public health budget and closed a clinic that did HIV testing at the time.  

‘We look forward to working together in a bipartisan and in a very candid way about our concerns about past performance or statements that were made,’ she said.

‘Let’s put that in perspective as we move to have adequate funding, the respect for science and evidence-based decision making and, again, reimbursement for state and local government and understanding the impact this has on our communities,’ she said. 

‘Mike Pence literally does not believe in science. It is utterly irresponsible to put him in charge of US coronavirus response,’ Alexandria Ocasio-Cortez wrote on Twitter after his appointment.

SACRAMENTO (CBS SF) — California Gov. Gavin Newsom said Thursday the state is monitoring about 8,400 people for the coronavirus, a day after a Solano County patient was identified as the first coronavirus case in the U.S. from unknown origin.

At a news conference with state health officials to update the state’s preparation, Newsom said the state also currently has a shortage of coronavirus testing kits and has worked with the U.S. Centers for Disease Control and Prevention to update the testing protocols for the coronavirus. Initially, the Solano County patient wasn’t tested for the coronavirus because she did not present the risk factors such as travel to China or contact with infected patients.

Currently, California only has 200 testing kits for the coronavirus and Newsom said the number of available kits from the CDC will be “exponentially expanded” starting Thursday afternoon.

“That is simply inadequate to do justice to the kind of testing we need,” said Newsom.

The 8,400 in California being monitored are returning travelers from China, according to the state health department. Those people have been urged to self-quarantine for 14 days and to limit their interactions with others.

Newsom says there are 28 people in California who have tested positive for the virus. “We have 33 confirmed positive tests for the coronavirus,” said Newsom. “Five individuals have subsequently moved out of state.”

The California Department of Public Health maintains the risk to the general population in California is low for the coronavirus, and that more than 80% of people infected with the virus have mild or no symptoms.

The governor and health officials were cautious in revealing any information about the identity of the Solano County coronavirus patient, currently being treated at UC Davis Medical Center in Sacramento, but were working to alert those who may have dealt with the person.

“People who have been in contact with this individual absolutely have the right to know,” said Newsom.

Solano County on Thursday declared a local emergency and the county’s health department said it was activating its operations center to bolster its efforts to identify, screen and follow up with people potentially exposed to the virus.

Newsom reiterated that while people in Solano County should be concerned about the virus spreading there, he did not want to “overextend the anxiety that people naturally face.”

“Look, everybody in this country is rightfully anxious about this moment, but I think they should know that we are meeting this moment with the kind of urgency that is necessary,” said Newsom. “This is something we are organizing around, something we’ve been organizing around for months. Nothing so far has surprised us. Nothing. What happened in Solano County did not surprise anybody. I think the only thing, respectfully, that surprised folks is that it didn’t happen sooner.”

Newsom said people should continue as normal while observing the standard practices that prevent transmissions of colds and flu, such as washing hands, covering coughs and sneezes, and avoiding touching your eyes, nose or mouth.

“I think people should go on with their day-to-day lives with some common sense.”

Panicked passengers get family kicked off flight over coughing daughter…


A FAMILY of five say they were kicked off a plane just before takeoff over fears their coughing toddler could be infected with coronavirus.

Canadian Emmanuel Faug, his wife Clémentine Ferraton and their three kids boarded a flight from Quebec City to Paris on February 23.

However, it’s been reported fellow passengers then asked Air Transat cabin crew to question the family over 21-month-old Lila’s coughing.

According to Ouest-France, others on board began complaining the little girl could be infected with the killer virus.

A member of the crew then approached the family and asked the mother if she could provide a medical document proving their daughter was not contagious.

She assured the crew the child was safe to travel and told them they had been given the all clear by a doctor earlier that day who said the girl had a cold but nothing more.

However, the couple was not able to provide a written document about their daughter’s health.

One flight attendant then reportedly asked a doctor on board to examine the girl who also confirmed she was fine to fly.

However, it’s claimed the captain was not happy with the doctor’s diagnosis and contacted Medlink, a company specialising in aviation medical issues.

He was then reportedly advised to eject the girl from the plane because she did not have a medical certificate to state she was not infected with the deadly virus.

An Air Transat spokesman said: “After analysing the situation, MedLink determined that the passenger’s medical condition posed a significant potential risk to passengers and crew during the flight.

“They [MedLink] follow the recommendations of the International Air Transport Association (IATA) and the International Civil Aviation Organisation (ICAO) regarding contagious diseases.”

However, the girl’s mom said: “We were thrown off a plane against the advice of two doctors, one in person. I don’t find this normal at all.

“At no time did I think I was putting people in danger by taking my child on a plane. I think this is overkill.

“Why don’t they trust the two doctors who saw my daughter in person and judged her condition to be good?

“Why are they questioning our ability as parents to assess the state of our child?”

Mr Faug told  TVA Nouvelles said when he spoke to the chief steward she mentioned multiple times that the concerns were related to the “current context.”

He believes the crew member was referring to the  COVID-19 outbreak.

“I think that’s where his fears came from. I can understand it in a way, but I found it a bit excessive. I have the impression that she was amalgamating and zealous,”  he said.

Air Transat has since denied kicking off the family due to increasing panic surrounding coronavirus and that they simply followed protocol.

“The only case where a passenger, showing obvious signs of a contagious disease, could be accepted on board, would be when the latter provides the appropriate documentation, completed by a qualified doctor,” the company said.

The airline revealed it has since contacted the family and will reimburse them their tickets.
