A Republican senator said Thursday that President Trump hasn’t clarified to Congress yet how Mexico will end up paying for his border wall.

Trump signed an executive order to start making progress on the wall on Wednesday, and Colorado Sen. Cory Gardner thinks U.S. taxpayers are going to foot the bill, at least for now. Trump himself has said the U.S. would initially pay for it, and that he would get Mexico to reimburse the U.S., but the details are unclear so far.

“I would imagine at this point … that somehow Congress is going to be asked to come up with the dollars right now,” Gardner said. “Anything else beyond that, I don’t know how that works and that’s something the White House would have to answer for.”

Trump may have a chance to discuss those details Thursday, when he meets with Republicans in Philadelphia.

Gardner also said there seems to be no plan at this point for what the wall will encompass. A 2006 law passed by Congress allows for more border fencing, but Trump has repeatedly pressed for a wall instead of a fence.

He said it’s possible more fence could be put up or an electronic system could be put in place instead of a wall. He doesn’t know what it’s going to end up costing the country.

“I haven’t seen cost estimates,” Gardner said. “I don’t know exactly what he’s talking about.”

However, Gardner said it’s a good time for the country to discuss enhancing security on the border with Mexico. It’s a necessary place to start in order to get immigration reform, he said.

“If you look at anybody’s basic plan for immigration … it does include a component of border security and I think it’s important to have a conversation about border security,” he said.
