Philippine President Rodrigo Duterte said Saturday it would not be an issue for his country if the U.S. rescinds hundreds of millions of dollars in aid because the Philippines can get financial assistance from China and Russia.

Duterte praised China for having “the kindest soul of all” after pledging financial assistance to the Philippines. He additionally called Russia a critical ally because “they do not insult people, they do not interfere.”

The self-described left-wing president’s comments come days after Millennium Challenge Corporation, the U.S. government aid agency, had to defer a vote to renew a development assistance aid package for the Philippines in order to conduct a “further review of concerns around rule of law and civil liberties.” Earlier this year, the board had pledged Duterte’s predecessor $434 million in aid. But since taking office in June, Duterte’s administration has cracked down on the drug epidemic plaguing the country and is being watched by the European Union following 2,000 to 5,000 deaths of drug dealers and others with drug addictions.

While the MCC will meet in March 2017 to decide whether to proceed with the aid package, Duterte responded to the delay by warning he would revoke the agreement that allows U.S. forces to visit the Philippines.

“I understand that we have been stricken out of the Millennium Challenge. Well, good, I welcome it,” Duterte said while speaking in his hometown of Davao on Saturday, according to an Associated Press report. “We can survive without American money.”

“But you know, America, you might also be put to notice. Prepare to leave the Philippines, prepare for the eventual repeal or the abrogation of the Visiting Forces Agreement,” Duterte said. “You know, tit for tat … if you can do this, so [can] we. It ain’t a one-way traffic,” before adding, “Bye-bye America.”
