MSNBC host and former Republican congressman Joe Scarborough said it’s an open secret that former New York Mayor Rudy Giuliani is not mentally sharp enough to serve as secretary of state in the incoming Trump administration.

On Monday, Scarborough said on “Morning Joe” that Giuliani, who has publicly said he is interested in the job, would be a poor choice for President-elect Trump.

“If you talk to anybody in New York City that knows Rudy Giuliani through the years, and I will just say this myself and not throw this to anybody else,” he said. “It’s one of these things that everybody says off camera. I’m going to tell it to you on camera, especially if this guy may still be considered as secretary of state. Even people close to Trump say Rudy Giuliani mentally is a few steps slower than he was several years ago. And everybody that knows the guy says he’s not up to the job as secretary of state.”

Scarborough said it’s unclear if Trump, who Giuliani aggressively campaigned for, “doesn’t know Rudy Giuliani is not up to this position” and that “he’s not qualified for this position, he doesn’t know foreign policy and it would be a disastrous pick.”

Giuliani has been floated as potential Cabinet member in the new administration, though he has come under intense scrutiny that may jeopardize any key position he’s seeking.

Reports last week showed that in recent years, the former mayor and presidential candidate was paid for speeches by foreign groups, one of which, according to the New York Times, “was considered a foreign terrorist organization by the State Department” until 2012.
