President Obama’s administration has given up on passing the Pacific-nation trade deal he has long sought, according to a new report Friday, making official a significant loss for him and for U.S. businesses.

White House official Wally Adeyemo acknowledged Friday that the administration would not be able to pass the deal during the lame-duck session, saying on a press call that it would be up to President-elect Trump and congressional Republicans “to figure out where they go in terms of trade agreements in the future.”

Senate Majority Leader Mitch McConnell, R-Ky., said on Wednesday that the Senate would not consider passing the 12-nation Trans-Pacific Partnership during the lame duck.

While congressional Republican leaders, especially Speaker of the House Paul Ryan, R-Wis., have pushed hard to pass the trade deal amid opposition from both liberals and some conservatives, Trump ran on an starkly anti-TPP platform.

Trump has made criticism of trade deals his No. 1 issue, and used his opposition to them as a selling point to workers in manufacturing-heavy states affected by trade, a strategy that appeared to pay dividends in his victories in Wisconsin, Michigan, Pennsylvania and Ohio.

Trump has denounced the TPP in the harshest possible terms, describing it as a “rape” of the country. He has also been highly critical of past trade deals, especially the North American Free Trade Agreement.

Obama took on strident opposition from members of his own party to negotiate the TPP, which was a top priority of business groups like the U.S. Chamber of Commerce and the Business Roundtable.

The office of the U.S. Trade Representative did not immediately respond to a request for comment.
